Click the Security tab, click on Internet, and then click the Custom level button. Scroll down to the Downloads category, and set File download to Enable. Click OK, and then click Yes. Click the Start button. If disabling all add-ons solves the problem, you might want to disable all add-ons and then turn on add-ons only as you need them.
Also I would suggest you to reset Internet Explorer settings and check how it works. Reset Internet Explorer settings. Note: If you perform an internet reset all the settings and add-on will be deleted.
Resetting Internet Explorer's settings is not reversible. After a reset, all previous settings are lost and cannot be recovered. What did you guys do as this seems to be from the last week.

I will try to download it once more Perpetually stuck in the download queue, all ya can do is click it twice and let it sit there in the "needs to be updated" state. It's rediculous. It's this game or this game's interaction with steam that has changed here in the last week or so. That's what I do, for the moment steam is downloading other games, I will see what happens after that, if the game still downloads or not.

Same thing happened to me. If you do not have enough storage in the hard drive, it wont work. U need a minimum of 8MB. It will work with it, not to mention, you would have plenty of storage for whatever you need. This one is MB. But you can get others. A flash drive will not work no matter the size. Hope that helps. I have been dealing with this problem for 4 days. I have a ps4 and when ever i go onthr the crew and go onto my saved data it does not seem to be doing anything. When i play the game and have the view inside the car and try to look back it screem glitches it starts to look back and forth.

The oath and one other both the crew and the oath have allowed me to download from zip files but when I go to install it.
